DLA changed WebFLIS DLA changed WebFLIS® In June 2015

New WEBFLIS® is Here! Originally scheduled for June 2014, and then November, 2014, the changes to WebFLIS® were finally effected as of June 17th, 2015

The WebFLIS Change The WebFLIS® Change affects users as follows:

Users of Public WebFLIS® will no longer be able to access FLIS information via WebFLIS® and instead will have to request Public data using the Freedom of Information Act (FOIA) or by visiting the FOIA Reading Room via a searchable product called PUB LOG FLIS Search. The DLA has provided a link to PUB LOG FLIS Search and instructions now that it is available so users can use this method following this transition of Public WebFLIS®.

While this change affects public users of WebFLIS®, official users will enjoy new features and benefits of WebFLIS® once they have been granted access through AMPS.

From now on, WebFlis® will only be accessible by controlled access such as Common Access Card (CAC) or External Certificate Authority (ECA). Current registered users will need to register/obtain roles through the Access Management and Provisioning System (AMPS)."

The future source for public Federal Logistics Information System (FLIS) data is the Freedom of Information Act (FOIA) reading room via an application called Public Logistics (PUB LOG) FLIS Search . PUB LOG FLIS search is now available at this site. Instructions for use of PUB LOG FLIS Search are provided in the FOIA reading room. We encourage non-CAC customers to access and utilize the PUBLOG FLIS Search and provide feedback.

Public users who developed an automated process to query and download multiple items of supply from Public WebFLIS® will not be able to retain this type of capability with PUB LOG FLIS Search. Since customers will be required to input a Completely Automated Public Turing test to tell Computers and Humans Apart (CAPTCHA) when using PUBLOG FLIS Search, automated search processes will be restricted. When using PUB LOG FLIS Search, the customer can view or download National Stock Numbers (NSNs), National Item Identification Numbers (NIINs), or a limited number of multiple part numbers within a single query.

Authorized-DOD and DOD-Sponsored customers, who require larger volumes of information on a reoccurring basis, can obtain the information via a service from the FLIS Portfolio Data Warehouse. This is not intended for a one-time pull of data. This requires a system-to-system web service connection and data is delivered in XML format.

The History of the WEBFLIS and FLIS Acronyms The History of the WEBFLIS and FLIS Acronyms

The acronym WEBFLIS has been used Commercially since 1992 and by Governments since 2001. While a Trademark was filed by the US Government in 2021 for the word mark, the trademark has no acquired distinctiveness to the US Government. The abridged known history of WEBFLIS is chronicled here.

1998 - WEBFLIS First Commercial Use Online
The term WEBFLIS was created in 1998 in the UK by Now! Components Ltd as an acronym for 'Webful Logistics and Inventory Service' used for marketing Commercial and Military Electronic Components. Now! Components was awarded runner-up in the 1999 Innovator of the Year Awards by the UK Government's Department of Trade and Industry at the London Hilton by (now) King Charles for the WEBFLIS System. The WEBFLIS system received multiple accolades and wide industry press coverage at the time for being the first online marketplace for Electronic Components especially for Military Electronics. It was touted as the end of travelling salesmen and quickly became a globally used platform for companies and governments.
1999 - WEBFLIS For National Stock Numbers
In 1999, NSN Lookup (a development of Now! Components) launched its WEBFLIS System for National Stock Numbers at https://www.nsnlookup.com.

2001 - US Defense Logistics Agency WEBFLIS Launched
In July 2001, the US DLA launched a logistics data service named "Web FLIS" for National Stock Number products. While the naming may have been coincidental, by this time many tens of thousands of US Federal Government and NATO Member Employees were using the USBid and NSN Lookup WEBFLIS Services daily.
2003 - ISO Parts launches WEBFLIS for all Government Supplies
In 2003, ISO Parts, a development of ISO Components, launches an online catalog of all NATO Stock Numbers giving public access to supply item names, reference numbers, manufacturers, suppliers and pricing called WEBFLIS.
2003 - ISO Group is created to merge ISO Parts and ISO Components

2018 - Black Squirrel WEBFLIS.net
In 2018, the Loch Harbour Group filed a trademark application under serial number 88239335 for the word mark "BLACK SQUIRREL WEBFLIS.NET". The trademark was intended to name their WEBFLIS system which they had developed for commercial use.
2021 - US DLA Trademarks WEBFLIS
In 2021, the US DLA, under serial number 90832527, filed for the word mark "WEBFLIS" with the US Patent and Trademark Office. The stated purpose of WEBFLIS was "Providing information on Department of Defense parts, supply items, and their part numbers, as well as manufacturer and supplier data used by the U.S. Government and its NATO allies via a web-based software catalog that is managed by the Defense Logistics Agency". The trademark was granted, but the application erroneously stated that the First Use Anywhere and the First Commercial Use was in 2001, therefore not recognizing the previous commercial works and trademark applications that had used WEBFLIS. The DLA did not research industrial history before this filing and since has been in a position of trying to protect a trademark which had been in global commercial use for over 23 years before the trademark filing.

In between the dates in this history, many companies have published and marketed WEBFLIS Tools both online and as offline software packages. Large companies such as Integrated Logistics Systems (ILS) which was once part of the Boeing Corporation and Information Handling Services (IHS) have a history of more than 20 years marketing their WEBFLIS and FEDLOG Capabilities. Smaller companies including Niinja, WBParts, PartTarget, AeroBase, NSN-Now and PartsBase continue to provide DLA WEBFLIS alternative services.

FLIS was always a trans-literated Japanese word and a long-time global acronym. It can be seen as early as 1989 as a trademarked Japanese Fragrance Brand and a system for the supply of government items to the Japanese Government. An office supply company in Japan first used the term WEBFLIS in dual language (Japanese and English) as the name of their online supply database for the Japanese Government in 1992. The Indonesian Government circulated CD-ROMS named WEB/FLIS as early as 1992 to potential vendors for their government procurement tenders. But our favorite was the "Not-Another-WEBFLIS" CD-ROMS circulated (maybe unofficially) by European NATO Governments from 2004 to around 2010 as a humorous protest to NATO Headquarters trying to charge vendors for access to the data through a for-profit publisher.
